Description: San Francisco's BART (Bay Area Rapid Transit) system is overdue and over budget, B. R. Stokes tells the Commonwealth Club, but he considers it the "most handsome rapid rail network in the Western hemisphere." Stokes reviews the political and economic hurdles that the BART system had to overcome, and discusses what it still had yet to face to complete the 300-mile system envisioned by the original commission. Stokes speaks as the general manager of the San Francisco Bay Area Rapid Transit District.
